The purpose of the study is to develop theoretical and organizational and methodological recommendations for improving state financial control. The article analyses the main performance indicators of the state financial control bodies, identifies the weaknesses of their activities, groups of problems and shortcomings of the current state financial control system. The scientific novelty consists in the development of a set of measures aimed at improving state financial control in the Russian Federation. The offer-and-acceptance analysis has long been questioned as not (easily) applicable to certain methods of contracting. This paper looks at this analysis through the prism of normative powers and identifies much deeper problems with the analytic explanation of how such unilateral normative powers as offer and acceptance can generate such a normative result as concluding a contract. It argues that even if the powers to offer and accept are exercised, as they are in certain methods of contracting, these are not (...) the normative powers that create contractual obligations; such obligations are always created by the jointly exercised power to contract. The paper substantiates an account of the power to contract as a sui generis normative power and explains the role the unilateral powers to offer and to accept play when they are exercised, while also explaining why there is no need to ‘invent’ offering and accepting where there are none. Based on a dual process view of ethical judgment, we examine the role of empathic concern and perspective taking on the acceptability of lying to protect the company. We hypothesize that these traits will matter to a different extent under conditions of high and low perceived time hurriedness. Our research hypotheses are tested in a survey of 134 US workers. Results show that empathic concern reduces the acceptability of lying to protect the company for individuals who tend to do things (...) quickly and feel in a hurry at work. On the other hand, perspective taking reduces the acceptability of lying for individuals who experience low levels of time hurriedness. Theoretical and practical implications of the findings are discussed. (shrink)

We suggest that understanding unethical behavior in organizations involves understanding how people view themselves and their relationships with others, a concept known as self-construal. Across multiple studies, employing both field and laboratory settings, we examine the impact of three dimensions of self-construal (independent, relational, and collective) on unethical behavior. Our results show that higher levels of relational self-construal relate negatively to unethical behavior. We also find that differences in levels of relational self for men and women mediate gender differences in (...) unethical behavior. The aim of this article is to discuss quantitative content analysis as established in communication sciences as a method for research in business ethics. We argue that communication sciences and business ethics are neighboring disciplines, which allow the transfer of quantitative content analysis from communication sciences to business ethics. Technically, quantitative content analysis can be applied through human as well as software coding. Examples for both applications are provided and discussed. We make reference to the software solutions ‘Leximancer’, ‘Crawdad’, and (...) ‘Wordle’, and examine their suitability and limitations with regard to ethical questions for researching business ethics. We recommend a mixed‐method approach, combining human and software coding. Furthermore, we propose a three‐step process that discusses quantitative content analysis as a method for business ethics, including an ethical research objective, and most importantly, concluding with ethical reasoning and interpretation of the quantitative results. Bhagavadacharya was the central figure in the Renaissance of Ramanandi tradition in the 20th century. He dedicated his life to gaining independence for his school from Ramanuja Sampradaya, whose leaders regarded Ramanandis as “third-class” members of the movement mostly because of the lack of shastric scholarship and inter-caste commensalities among the latter. To achieve this goal, Bhagavadacharya wrote commentaries on most of the Prasthāna-traya as well as many other works popularizing the Ramanandi version of Vishishtadvaita. He widely used his knowledge (...) of philosophy in shastric debates with his opponents among whom were not only followers of Ramanuja but also a famous Advaitin guru and political activist Swami Karpatri whom he allegedly defeated in a dispute which concerned the rights of Harijans initiated into Vaishnava tradition to enter temples and share communalities with the so-called “pure Hindus”. In my paper, I will present key philosophical and practical ideas of Bhagavadacharya based on my research conducted in the library of Bhagavadacharya Smarak Bhavan in August 2021. It will include basic details related to the acharya’s background and activities as well as analysis of his teachings within the frames of his main scope of Vishishtadvaita’s propagation among Hindus in general and Ramanandis in particular. We apply the “wisdom of the crowd” idea to human category learning, using a simple approach that combines people's categorization decisions by taking the majority decision. We first show that the aggregated crowd category learning behavior found by this method performs well, learning categories more quickly than most or all individuals for 28 previously collected datasets. We then extend the approach so that it does not require people to categorize every stimulus. We do this using a model‐based method that predicts (...) the categorization behavior people would produce for new stimuli, based on their behavior with observed stimuli, and uses the majority of these predicted decisions. We demonstrate and evaluate the model‐based approach in two case studies. In the first, we use the general recognition theory decision‐bound model of categorization (Ashby & Townsend, ) to infer each person's decision boundary for two categories of perceptual stimuli, and we use these inferences to make aggregated predictions about new stimuli. In the second, we use the generalized context model exemplar model of categorization (Nosofsky, ) to infer each person's selective attention for face stimuli, and we use these inferences to make aggregated predictions about withheld stimuli. In both case studies, we show that our method successfully predicts the category of unobserved stimuli, and we emphasize that the aggregated crowd decisions arise from psychologically interpretable processes and parameters. We conclude by discussing extensions and potential real‐world applications of the approach. (shrink)

A widespread assumption in experimental comparative cognition is that, barring compelling evidence to the contrary, the default hypothesis should postulate the simplest cognitive ontology consistent with the animal’s behavior. I call this assumption the principle of cognitive simplicity . In this essay, I show that PoCS is pervasive but unjustified: a blanket preference for the simplest cognitive ontology is not justified by any of the available arguments. Moreover, without a clear sense of how cognitive ontologies are to be carved up (...) at the joints—and which tools are appropriate for the job—PoCS rests on shaky conceptual ground. (shrink)

As a cognitivist about emotions, Socrates takes the fear of death to be a belief that death is a bad thing for the one who dies. Socrates, however, thinks there are reasons for thinking death is not a bad thing at all, and might even be a blessing. So the question considered in this paper is: how would Socrates explain the fact that so many people believe death is bad?

Invertebrate animals are frequently lumped into a single category and denied welfare protections despite their considerable cognitive, behavioral, and evolutionary diversity. Some ethical and policy inroads have been made for cephalopod molluscs and crustaceans, but the vast majority of arthropods, including the insects, remain excluded from moral consideration. We argue that this exclusion is unwarranted given the existing evidence. Anachronistic readings of evolution, which view invertebrates as lower in the scala naturae, continue to influence public policy and common morality. The (...) assumption that small brains are unlikely to support cognition or sentience likewise persists, despite growing evidence that arthropods have converged on cognitive functions comparable to those found in vertebrates. The exclusion of invertebrates is also motivated by cognitive-affective biases that covertly influence moral judgment, as well as a flawed balancing of scientific uncertainty against moral risk. All these factors shape moral attitudes toward basal vertebrates too, but they are particularly acute in the arthropod context. Moral consistency dictates that the same standards of evidence and risk management that justify policy protections for vertebrates also support extending moral consideration to certain invertebrates. Moving beyond a vertebrate-centered conception of welfare can also clarify foundational moral concepts in their own right. (shrink)

As in science and philosophy, thought experiments in mathematics link a problem to new epistemic resources that are unavailable in a given practice, e.g., Euclidean geometry. Thought experiments invite us to perform an imaginary scenario involving counterfactual, deductive and sensory elements. This chapter aims to pinpoint the beneficial peculiarities of thought experiments in mathematics in comparison with inferences, diagrams and calculative procedures. Reflection about thought experiments assists us to realize both the limits and opportunities in mathematical thinking. The study of teachers' readiness to work with adolescents with disabilities in terms of their professional self-determination was carried out on the basis of the study of works containing scientific ideas about the essence of professional self-determination, conceptual provisions on the essence of the phenomenon of "readiness", analysis of the characteristics of persons with psychophysical disorders. Studying the readiness of teachers to work with persons with disabilities on professional self-determination included questions on their knowledge of the essence of professional self-determination; (...) awareness of the importance and necessity of owning personal qualities, practical skills in organizing work on the professional self-determination of schoolchildren with developmental disabilities. In the course of the study, the levels of teachers' readiness were identified: high, average, below average according to the criteria: motivational, cognitive, procedural, organizational, evaluative. The question of whether object recognition is orientation-invariant or orientation-dependent was investigated using a repetition blindness (RB) paradigm. In RB, the second occurrence of a repeated stimulus is less likely to be reported, compared to the occurrence of a different stimulus, if it occurs within a short time of the first presentation. This failure is usually interpreted as a difficulty in assigning two separate episodic tokens to the same visual type. Thus, RB can provide useful information about which representations are (...) treated as the same by the visual system. Two experiments tested whether RB occurs for repeated objects that were either in identical orientations, or differed by 30, 60, 90, or 180°. Significant RB was found for all orientation differences, consistent with the existence of orientation-invariant object representations. However, under some circumstances, RB was reduced or even eliminated when the repeated object was rotated by 180°, suggesting easier individuation of the repeated objects in this case. A third experiment confirmed that the upside-down orientation is processed more easily than other rotated orientations. The results indicate that, although object identity can be determined independently of orientation, orientation plays an important role in establishing distinct episodic representations of a repeated object, thus enabling one to report them as separate events. Business Ethics: A European Review, EarlyView.

Mishel Fuco not only influenced the consciousness of modern West, but changed the modus of thinking, the way of perception of many traditional notions, transformed the opinions about the reality, history, person. Philosopher’s principle research programme which attaches the entirety to his works is “archeology of knowledge” programme, the search of human knowledge’s original layers. Let us mark that all Fuco’s works in 1960s are devoted to main aim: to clear up the conditions of historical origin of different mental aims (...) and social institutions in the culture of the Modern Time. Though in the whole this common aim remained for Fuco invariable, but the level on which he realizes his research search is changing constantly and rather logically. Relations of power, and to be more exact,accumulations of power and knowledge, social and cognitive which define all the aggregate of specific possibilities of culture in each given historical period. More than that the philosopher offers the particular prospects of sight of modern society and precisely totality of power relations, its ubiquitous nature and specific productivity which produces itself in each moment in any point or rather in any attitude from one point to another. From Fuco’s point of view the power is everywhere and not because it involves everything but because it comes from everywhere. The power is productive in that degree in which it is not associated with one definite imperious instance but pierces all kinds of activity in society, putting on its indelible stamp, developing under definite angle and due to this factit causes products, produced by them. The power induces and at the same time determines the fact which appears as a result of its inducement. The thirst of supremacy, which surrounds the individual and is focused on it as on the center of its use of force, comes out as a defining sign. It should be noticed that Fuco’s conception of power is not reduced to the understanding it as anonymous impersonal net of relations, piercing all society. It is supplemented by power treatment,coming out in “designed” look of definite imperious structure or imperious institute. (shrink)

This article covers issues illustrating determining significance of philosophy as a theoretical reflection over the utmost bases of culture as well as processes, conditioned by phenomena of alienation and self-alienation of culture, resulting in its integrity, uniqueness and originality demolition. This, in its turn, definitely leads to various kinds of deformation of philosophic reflection. The most important tendency in subduing the crisis of culture and philosophy is to project a new type of philosophizing, represented in the critical philosophy of “Frankfurt’s (...) School”, and other trends, which emphasize ideas of correlation between philosophy, science, art and morality, and transforming its former states into the new stream of philosophizing and questioning. Variety of philosophic trends, originality of its approaches, variety of its ”images” is determined, to a considerable extent, not only by contradiction of philosophic process, but also by the status of culture, its deformations, its former values devastation as well as forming new ones, decaying of its integrity, embodied in the form of alienation and self-alienation of culture.Self-alienation of culture only reveals alienated character of society itself, both its creators and its consumers, dividing and studying cultural values. Transformations of philosophic ideas appear not only in the form of reconsidering for historic and philosophical process achievements, but also in the form of new forms of society and culture reconsidering, appealing to the future in the outline of its humanitarian development. Like Socrates, Aspasia did not leave any writings. We know about her from secondary sources. In this paper, I will show a number of things in the reports of what Aspasia said and did that are philosophically interesting, especially in what they show about dealing with various kinds of crises, from marital to political ones. First, I will argue for the most probable reconstruction of her life. Second, I will elucidate what kind of method Aspasia employed when considering marital issues. (...) Third, I will endeavor to prove that Plato’s representation of Aspasia was not a mockery, as some authors argue. Furthermore, the most significant philosophical points of Aspasia’s Funeral Speech will be highlighted and assessed. Eventually, I will attempt to figure out what Plato’s reasons might have been to ascribe this speech to a woman. (shrink)

A su vez, también asignaron dos titanes, Epimeteo y Prometeo, para que proveyeran a los mortales de sus facultades. ¿Acaso esto implica que la creación no (...) fue terminada por los dioses? ¿Hasta qué punto los dioses crearon enteramente al ser humano? ¿Podría afirmarse que este es un mito creacionista? El desarrollo de los seres vivientes puede dividirse en cuatro instancias. This paper investigates the role of pictures in mathematics in the particular case of Cayley graphs—the graphic representations of groups. I shall argue that their principal function in that theory—to provide insight into the abstract structure of groups—is performed employing their visual aspect. I suggest that the application of a visual graph theory in the purely non-visual theory of groups resulted in a new effective approach in which pictures have an essential role. Cayley graphs were initially developed as exact mathematical (...) constructions. Therefore, they are legitimate components of the theory (combinatorial and geometric group theory) and the pictures of Cayley graphs are a part of practical mathematical procedures. (shrink)

Traditional accounts of the fair play principle suggest that, under appropriate conditions, those who benefit from the cooperative labor of others acquire an obligation of repayment. However, these accounts have had little to say about the nature of such obligations within morally or legally problematic cooperative schemes, taking the matter to be either straightforward or unimportant. It is neither. The question of what sorts of fair play obligations obtain for those who benefit from illicit cooperative activity is a matter of (...) great complexity and consequence with implications for, inter alia, global economic justice. In this essay, I explore the nature of this obligation within illicit cooperative schemes, specifically those with so-called negative externalities, or deleterious effects on non-members of the scheme. I conclude that the willing beneficiaries of such schemes acquire a fair-play obligation to recognize and respond to their culpability. This reconceptualization of the fair play principle opens up new avenues for exploring the obligations of those who benefit from acts of collective wrongdoing. (shrink)

We critically reconsider an old hypothesis of the role of the dekad in Pythagorean philosophy. Unlike Zhmud, we claim that: 1) the dekad did play a role in Philolaus’ astronomical system, and 2) Aristotle did not project Plato’s theory of the ten eidetic numbers onto the Pythagoreans. We claim that the dekad, as the τέλειος ἀριθμός, should be understood in Philolaus’ philosophy as completeness and the basis of counting in Greek – as in most other languages – in a decimal (...) system. Additionally, we argue that the number ten is not even a candidate for the τέλειος ἀριθμός in Plato’s philosophy. As a final result of our discussion, we compare and contrast Philolaus’, Plato’s, and Speusippus’ accounts of completeness in relation to numbers. (shrink)

Introduction. Innovationism in various areas of society has changed both the natural and social environment. The change speed in the new infor- mation and communication field is the reason for many questions related to studying the problems of society and the machine, finding out the place of artificial intelligence in social relations. These pro- cesses stimulated the philosophical research, the subject of which was man, modern technologies, scenarios for the development of society, socio- cultural and political-legal forms of its organization. (...) Since the 90s of the twentieth century in the West and later in Russia, a transhumanistic concept has been formed, which connects man, society and technology in a special way. Representatives of transhumanism study the technical develop- ments of human immortality and build models of the perfect man, pursuing as a goal, his deliver- ance from suffering and disease. Transhumanistic perspectives actualize the need for a thorough, constructive and critical assessment of the possible advantages and risks of technological development, and its impact on the political and legal structure. In this regard, the ability to see and isolate the features of this process and subsequent reflection is fundamentally important. The purpose of the article is to consider political and legal transformations in the context of the interaction of modern technologies and soci- ety through the prism of transhumanistic perspec- tives, to identify possible directions of philosophical reflection of political and legal modes of modernity. Methods. To achieve the research goal, general scientific methods of cognition were used: analysis and synthesis, induction, deduction, comparison, abstraction. The article also applied institutional- functional and system-structural approaches, the method of interpretation and content analysis. The analysis of public opinion and special labeling of artificial intelligence was carried out with the help of appealing to network content (social networks, blogs, and forums). Communication channels reproduce messages mentioning modern technolo- gies from the point of view of the philistine world- view based on stereotypes broadcast in society and the influence of popular culture. Content analysis revealed the relevance of the spectrum of labeling, relative to artificial intelligence systems, includ- ing the verbs “create”, “destroy”, “help”, “enslave”. Regarding the sphere of labor, law and politics, the positions differ, from outright alarmism to utopian images of social well-being. Scientific novelty of the study. The article analyzes the prospects of considering the phenom- enon of social transformations, the forms of their representation through political and legal views as exemplified by transhumanism. Results. The author attempts to give a comprehen- sive description of social changes in the field of public administration, legal regulation, legal per- sonality and legal responsibility, social equality of participants in legal relations through the specific refraction of these social phenomena in transhu- manistic ideas. The spectrum of the main problems in the sphere of interests of the transhumanistic worldview is listed. Conclusion. Turning to modernization strategies on the example of transhumanism is a natural and necessary need in the political and legal sphere, in particular. In the course of the analysis, a wide range of problems were identified that actualize the social and axiological and anthropological optics of the research. Diverse forms of transhumanistic political trends act as manifestations of socio-legal reflection on the intensification of innovation- ism, which is capable of radically changing human nature. The article defines the structure, level and structure of expenditures of the State Budget of Ukraine for economic activity. We found a number of budget support priority sectors, including the energy sector, roads, agriculture and so on. The source for the analysis is the application of the Law of Ukraine "On State Budget of Ukraine for 2014" and the program code and functional classification of expenditures and financing of the budget. The law provides for implementation in 2014 of more than (...) 500 budget programs, of which the largest budgetary allocations provided for key spending units. Analyzed the proportion of spending on economic activity in the State Budget of Ukraine, which only zamaye twentieth share in the general fund, and almost a third in a special fund, which indicates a clear thrust of expenditure. The author notes that a significant amount of funds allocated to the coal industry subsidies and restructuring at the expense of the general fund of the State Budget of Ukraine is economically justified to ensure the economic security of Ukraine. The main part of a special fund aimed at financing for road infrastructure as infrastructural spheres of the national economy, the responsibility for proper condition which carries state. Established that priority areas for financing agriculture in general and special funds of the State Budget of Ukraine is the state support for the development of domestic livestock food market as well as the costs of participation in international specialized organizations to ensure adequate state control over the standards and quality of food products extremely important in terms of Ukraine's accession to the WTO and the EU to strengthen the competitiveness of domestic producers. Positively also characterize the structure of fiscal expenditures on economic activity, a significant proportion of the fund and the special fund. However insufficient volume and specific gravity is funding fundamental and applied research in various fields of national economy, which hinders its innovative development. (shrink)

This article engages the concept of hospitality as it relates to the maternal. I critically evaluate the current conceptions of hospitality by Emmanuel Levinas and Jacques Derrida, focusing on their dematerialized definition of the feminine found at the heart of hospitality, and Derrida's aporia of hospitality that deals with ownership. The foundation of hospitality, I show, is the maternal relation and its specific acts of hospitality that encompass the notions of gift and generosity. While remaining unthought in philosophy, however, maternal (...) acts of hospitality are appropriated when hospitality is defined as interiority, habitation, expectancy, and unconditional welcoming of the other within oneself. I argue that hospitality would remain Derrida's and his proponents' “impossible” ethic as long as it undercuts its own promise, does not fully think through its foundation in the maternal, and fails to welcome the mother unconditionally. Behavioural flexibility is often treated as the gold standard of evidence for more sophisticated or complex forms of animal cognition, such as planning, metacognition and mindreading. However, the evidential link between behavioural flexibility and complex cognition has not been explicitly or systematically defended. Such a defence is particularly pressing because observed flexible behaviours can frequently be explained by putatively simpler cognitive mechanisms. This leaves complex cognition hypotheses open to ‘deflationary’ challenges that are accorded greater evidential weight precisely because they offer (...) putatively simpler explanations of equal explanatory power. This paper challenges the blanket preference for simpler explanations, and shows that once this preference is dispensed with, and the full spectrum of evidence—including evolutionary, ecological and phylogenetic data—is accorded its proper weight, an argument in support of the prevailing assumption that behavioural flexibility can serve as evidence for complex cognitive mechanisms may begin to take shape. An adaptive model of cognitive-behavioural evolution is proposed, according to which the existence of convergent trait–environment clusters in phylogenetically disparate lineages may serve as evidence for the same trait–environment clusters in other lineages. This, in turn, could permit inferences of cognitive complexity in cases of experimental underdetermination, thereby placing the common view that behavioural flexibility can serve as evidence for complex cognition on firmer grounds. [Translated by Google] The article touches upon one of the most important problems of criminal - procedural law. It examines the procedural position of the defense in the criminal - procedural production in terms of its role and importance. In the above legal literature expressed views on this issue. Based on the analysis of opinion identified three positions: 1.zaschitnik - representative of the accused; 2.zaschitnik - an independent participant in the process and at the same time representative of the accused; (...) 3.zaschitnik - assistant justice. Expressed about the legal status of the defense of equal rights representative of the accused as an independent subject of Procedure, the defender is why procedural independent entity and to what extent is defined by its independence, in which case the defender is representative of the accused and whether the defender of justice and the assistant. etc. On the basis of comparative analysis examined opinions on the issues of the theory of procedural law in Russia, Poland and Germany. Analyzed the mismatch position and the defense of the accused in relation to the fact of the crime, the ratio of public and private interests, and other questions, suggestions, and opinions. The work refers one of the important problem of the trial theory. A judicial procedure of protector is scrutinized from the standpoint of protector's role in the trial. Opinions expressed about this matter, in Law Literature, are given in this work. It follows that there are three positions: 1. Protector as a representative of the accused; 2. Protector as an independent part of a court trial and simultaneously representative of the accused; 3. Protector as an assistant of court. There are also given opinions about a judicial status of protector, why is it an independent element and etc. The conceptions existed in Russian, German, Polish trial theory about the above-named matter are discussed too. It is analyzed a relationship between the accused and protector, an incompatibility of positions about the fact, correlation of private and common interests and other issues. (shrink)
